David Sutton


A Transport Planner and Economist with 37 years’ experience.
Following postgraduate research on road traffic accidents at University College London in the mid-1980s, David joined Colin Buchanan & Partners, a leading UK transport and planning consultancy firm, where he worked on several transport and planning projects in different countries around the world, including the Structure Plan for the Maltese Islands.
David moved to Malta in 1992 and has since held various positions in entities within the Transport Ministry. He has occupied the position of Chief Officer of Transport Malta’s Integrated Transport Strategy Directorate within the Ministry for Transport, Infrastructure and Capital Projects since 2010.
He was responsible for coordinating Malta’s National Transport Strategy 2050 and Transport Master Plan 2025, introducing the first Sustainable Urban Mobility Plan for the capital city of Valletta, and overseeing the realignment of Malta’s land and intermodal transport legislation with the Acquis Communautaire during Malta’s accession to the European Union in 2004.
His Directorate is responsible for national transport planning, policy and strategy, transportation modelling, road design standards, road infrastructure safety management, and assessing the traffic impacts of major development planning proposals.
David was Chair of the OECD International Transport Forum’s Group on Road Transport (2005–2011) and co-Chair of the Land and Intermodal Transport Working Parties during Malta’s Presidency of the European Council in 2017.
He is a member of the Chartered Institute for Logistics and Transport and the Chartered Institute of Highways and Transportation, and has been a part-time lecturer in transport planning, sustainable mobility, transport modelling,and traffic engineering at the University of Malta for 25 years.
